G20 MARTIAL LAW REMINDER: The Cops Got $122 million -- and -- The RCMP Got $500 million -- For what???

Just a head's up: I've been casually but publicly making this a G20 issue since I was lucky enough to see The Real News story and document below on June 28, 2010. Apparently: the police got $122 million, which covered airfare, hotel, meals and more from across Canada.
However: what's barely mentioned in the ongoing G20 Martial Law controversy is the RCMP got $500 million. For what? Supposedly just to guard the Metro Convention Centre itself, which nobody could get close to with 20,000 cops, mercs troops and spooks around.
While the cops shouldn't have acted the way many did: with military helicopters flying over downtown, CSIS and RCMP agents lurking in the shadows and possible private contractor mercenaries in the mix, it's entirely possible that the cops were outranked at the scene.
Most independent and mainstream media and activist investigation and outrage is focused on the actions of police, which deserve critiques to punish the guilty and to make sure that martial law never happens again. Still: missing most of the money is a glaring oversight.
Since the RCMP apparently received the $500 million lion's share of the $1 billion G20 security budget, they should be held more responsible, explain how they failed miserably with that much money and exactly what they did with it. Are they driving fancy new sports cars?
Unless the story provided by The Real News (28/Jun/10) contains false info, which nobody has suggested, it should be followed up more aggressively to get to the bottom of the G20 Martial Law fiasco. Otherwise the people who really set this all up could simply do it again.
Like their FBI and CIA counterparts in the U.S., the RCMP and CSIS have a long history of corruption, including ginning up the "Toronto 18" terrorist case while asking for a budget increase. It mostly fell apart when it eventually went to trial. See "Unfair Dealing" on YouTube.
Just hanging cops from across Canada out to dry without looking into other factors may also be a mistake that plays into the usual divide and conquor schemes of the people really in charge. While the cops shouldn't be unaccountable, their bosses should be accountable.
Below is The Real News story on video with the document detailing the spending breakdown, plus a transcript. Canadians who are genuinely concerned about these issues and the health of our Canadian democracy should help us figure out what our wealthy spies are up to.

TORONTO G-20 - THE SHAPE OF THINGS TO COME
Paul Jay | The Real News | June 28, 2010
* The transcript section below starts 5:45 mins into the video report. *
First of all, are Canadians going to demand to know what happened to the $1 billion the federal government's spending on security? Toronto police force budgeted $122 million, and they say they might not even spend it all. Thirty-five million we understand went to the adventure in Muskoka. That leaves $750 million.
Apparently, $500 million of that went to the RCMP, but the RCMP in Toronto only dealt with the downtown convention center. All the police from across Canada and all the thousands of police throughout the city of Toronto were all paid for out of the $122 million budget of the Toronto Police Service.

Unfair Dealing: The Toronto Homegrown Terror Threat - 1/6
Summer 2006 - Canadian law enforcement round up 18 young Muslims, and arrest them on terrorism charges...
Were they a legitimate threat? Or were the Canadian people fooled?

BONUS: It may be a good idea to get our Canadian law enforcement agents on the side of the public to resist the global elite threatening all or futures. If we don't, thanks to trade and security deals building on the hated NAFTA agreement, we may see foreign troops here soon.

Canada, U.S. agree to use each other’s troops in civil emergencies
Ottawa Citizen | February 22, 2008
Canada and the U.S. have signed an agreement that paves the way for the militaries from either nation to send troops across each other’s borders during an emergency, but some are questioning why the Harper government has kept silent on the deal.
Neither the Canadian government nor the Canadian Forces announced the new agreement, which was signed Feb. 14 in Texas.
The U.S. military’s Northern Command, however, publicized the agreement with a statement outlining how its top officer, Gen. Gene Renuart, and Canadian Lt.-Gen. Marc Dumais, head of Canada Command, signed the plan, which allows the military from one nation to support the armed forces of the other nation during a civil emergency.
